Memphis, TN – The U.S. Attorney’s Office for the Western District of Tennessee has announced that it collected nearly $3 million in criminal and civil actions during Fiscal Year 2024. Acting United States Attorney Reagan Fondren reported that the total amount collected was $2,932,631.57, with $2,635,982.75 from criminal actions and $296,648.82 from civil actions.
The office also collaborated with other U.S. Attorney’s Offices and components of the Department of Justice to gather an additional $23,145.23 in jointly pursued cases.
“The federal government has a responsibility to collect restitution for victims of crime. Our Criminal and Civil Divisions, including the Financial Litigation Program, work diligently to ensure that this mission is met,” said Acting U.S. Attorney Reagan Fondren.
In addition to these collections, the office recovered $2,688,743 through asset forfeiture actions in fiscal year 2024. These forfeited assets are deposited into the Department of Justice Assets Forfeiture Fund and used to restore funds to crime victims and support various law enforcement activities.
Several significant cases contributed to these collection efforts:
In U.S. v. Rosemary Covey and Morgan Stanley (06-cr-20408 and 24-cv-2257), Covey was convicted of bank fraud and access device fraud with restitution ordered at $1,034,105.49. A writ of garnishment on her IRA led to a recovery of $73,843.54 applied towards her restitution.
In U.S. v. Teresa T. Parsley (07-cr-20035), Parsley was convicted of bank fraud and conspiracy to commit bank fraud with a restitution order of $3,829,605.29. The sale proceeds from her home allowed the recovery of $143,845 towards her debt.
The U.S. Attorney’s Offices along with the Department's litigating divisions are tasked with enforcing civil and criminal debts owed to the U.S., as well as criminal debts owed to federal crime victims.
