Florida labor-staffing operators sentenced for fraud-related crimes

Two Ukrainian nationals, Oleg Oliynyk and Oleksandr Yurchyk, have been sentenced to 15 years in prison each for their involvement in tax and immigration fraud, as well as money laundering. The sentencing took place after their extradition from Thailand to the United States in September 2024. These individuals were part of a larger scheme involving labor-staffing companies operating in Florida.

Court documents reveal that between April 2008 and August 2021, Oliynyk, Yurchyk, and others ran several staffing companies such as Paradise Choice LLC and Tropical City Services LLC. Through these businesses, they employed non-resident aliens unauthorized to work in the U.S., leading to an evasion of over $25 million in federal taxes.

In addition to imprisonment, U.S. District Court Judge Jose E. Martinez ordered both men to serve three years of supervised release and pay $10,863,233.05 in restitution. They are also required to forfeit $11 million.

This case is part of Operation RoomKey, a joint investigation by the Tax Division, the U.S. Attorney’s Office for the Southern District of Florida, Homeland Security Investigations (HSI), and IRS Criminal Investigation.

Co-defendants Mykhaylo Chugay was sentenced to more than 24 years after a trial conviction in June 2022; Oleksandr Morgunov received a sentence of 96 months following a guilty plea; Volodymyr Ogorodnychuk was sentenced to 48 months.

Other related cases include Igor Kasyanenko and Roman Riabov who pleaded guilty regarding Phoenix ADB Services Inc., with sentences ranging from 12 to 28 months. Batyr Myatiev received a sentence of 32 months for causing over $3.5 million tax loss through AmeriHos LLC and Golden Sands Management LLC.

Additional sentences were handed down in July 2023 for Eka Samadashvili and Davit Pavliashvili concerning several staffing firms like Paradise Hospitality Solutions LLC. Petr Sutka was sentenced in March 2024 for his role involving multiple companies that resulted in significant tax losses.

The announcement came from Acting U.S. Attorney Michael S. Davis for the Southern District of Florida along with Acting Deputy Assistant Attorney General Karen E. Kelly from the Justice Department’s Tax Division.

The investigation continues under HSI and IRS Criminal Investigation with prosecution led by Senior Litigation Counsel Chris Clark among others from the U.S Attorney's Office and Tax Division.
