Two plead guilty in federal drug case involving methamphetamine distribution

Heather Danielle Dunbar and David Anthony Lacy have pleaded guilty to federal drug charges in Beckley, West Virginia. Dunbar, 37, admitted to distributing methamphetamine as part of a drug trafficking organization operating in the Southern District of West Virginia. Lacy, 52, pleaded guilty to using a communication facility to facilitate a drug trafficking offense.

Court documents reveal that on October 17, 2023, Dunbar sold an ounce of methamphetamine for $320 to a confidential informant at co-conspirator Tilford Joe Bradley Jr.'s residence in Beckley. Further transactions included selling 25.94 grams of methamphetamine and approximately 2.3 grams of fentanyl on different occasions.

A search warrant executed on June 28, 2023, at Bradley's residence resulted in the seizure of drugs and paraphernalia. Dunbar confessed her intent to assist Bradley in distributing these substances.

Dunbar also acknowledged collaborating with Bradley to distribute drugs during April and May 2024. In recorded conversations intercepted by law enforcement, they discussed various drug transactions.

Lacy admitted to receiving crack cocaine from Bradley and redistributing it in April 2024. He used his cell phone to arrange these transactions with Bradley.

Dunbar is set for sentencing on May 22, 2025, facing up to 20 years imprisonment and significant fines. Lacy's sentencing is scheduled for May 29, 2025, with potential penalties including four years imprisonment.

Bradley has also pleaded guilty and awaits sentencing. The three are among twelve individuals indicted for conspiracy to distribute drugs within the Southern District of West Virginia between June 2023 and May 2024.

United States Attorney Will Thompson acknowledged the investigative efforts by multiple agencies including the FBI and ATF. Magistrate Judge Omar J. Aboulhosn presided over the hearing with Assistant United States Attorney Andrew D. Isabell prosecuting the case.

The investigation was part of the Department of Justice’s Organized Crime Drug Enforcement Task Force (OCDETF), aiming to dismantle serious drug trafficking organizations threatening public safety.
