The Colorado Judicial Department marked a significant milestone with the inauguration of the 23rd Judicial District at a ceremony held in Castle Rock. This event, hosted at the Douglas County Courthouse, represents the first creation of a new judicial district in Colorado since 1963.
State Court Administrator Steven Vasconcellos highlighted the effort involved in establishing this district, stating, “Splitting a Judicial District in two is no small endeavor. Today is the culmination of countless hours of hard work and collaboration.”
The newly formed 23rd Judicial District comprises Douglas, Elbert, and Lincoln counties. Meanwhile, Arapahoe County remains part of the 18th Judicial District. The division was prompted by HB20-1026's passage in 2020 due to population growth in these areas.
During the ceremony attended by over 300 individuals, staff members were sworn into various roles within the district. These positions include district court judges, county court judges, magistrates, clerks of court, and probation officers.
Chief Judge Ryan Stuart emphasized the importance of adapting to community needs: “This moment is a testament to the growth and evolution of our community.” Stuart has been instrumental as an administrative judge for transitioning services to this new district.
In his address to attendees and staff, Chief Judge Stuart reiterated commitments to integrity and fairness: “We will be inclusive, collaborative, and innovative in our service of justice.” He stressed ensuring equitable treatment for all who engage with their courts.
