In May 2024, a joint undercover operation by the Air Force Office of Special Investigation and Homeland Security Investigations aimed to identify individuals seeking contact with minors for sexual activity. Agents used multiple personas on social networking apps and online forums.
On May 30, 2024, Usana, a civilian employee at Andersen Air Force Base, contacted an undercover persona who claimed to be a 14-year-old girl. Despite being informed of her age several times, Usana continued communication about sexual topics and expressed his intention to meet her for sex. He was apprehended upon arrival at the agreed meeting point at Andersen Air Force Base's front gate.
United States Attorney Shawn N. Anderson stated, “This case is another reminder of the risks to children in our islands.” He emphasized the importance of parental vigilance regarding online activities at home.
The investigation involved Air Force Office of Special Investigation Detachment 602 and Homeland Security Investigations. Assistant United States Attorney Benjamin K. Petersburg prosecuted the case.
This case is part of Project Safe Childhood (PSC), an initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse.
