Federal charges announced against eleven for alleged meth trafficking conspiracy

Eleven individuals have been indicted in a federal case accusing them of conspiring to distribute methamphetamine in Indianapolis and other areas. This follows a law enforcement operation that resulted in the arrest of 10 suspects, while Joseph A. Grubb remains at large. The operation also led to the seizure of eight firearms and various drugs including fentanyl, methamphetamine, and marijuana.

The individuals charged are Matthew R.P. Fishman from Bloomington; Megan L. Gaskin, Amanda N. Hornaday, Candace L. Rich, Ashley N. Russell, James L. Tyus Jr., Kelly A. Willis, and Thomas R. Winkley from Indianapolis; Joseph A. Grubb from Bloomfield; Colton K. Shorkey from Franklin; and James M. Sublett Jr., from Westfield.

The coordinated effort involved 16 agencies executing 22 arrest and search warrants across 11 locations in Central Indiana on November 20, 2024.

According to the indictment, between February 2024 and November 14, 2024, the defendants allegedly conspired to distribute over 500 grams of methamphetamine under the leadership of James L. Tyus Jr., with supplies coming from James M. Sublett Jr., while others acted as dealers.

The transactions reportedly occurred at various sites around Indianapolis such as parking lots, gas stations, apartment complexes, motels, and a gentleman’s club.

If found guilty, each defendant could face life imprisonment.

The investigation was supported by several agencies including the Drug Enforcement Administration (DEA), Internal Revenue Service (IRS), Metropolitan Drug Task Force (MDTF), Indianapolis Metropolitan Police Department (IMPD), United States Marshal’s Service (USMS), Federal Bureau of Investigation (FBI), Lawrence Police Department (LPD), Hamilton/Boone County Drug Task Force (HBCDTF), Franklin Police Department (FPD), Indiana State Police (ISP), Beech Grove Police Department (BGPD), Johnson County Sheriff’s Office (JCSO), Brownsburg Police Department (BPD), Indiana National Guard (ING) Bloomington Police Department (BPD) and Greene County Sheriff’s Department(GCSD).

“Getting deadly drugs like methamphetamine and fentanyl off our streets is a top priority for our office,” stated Zachary A. Myers, U.S Attorney for the Southern District of Indiana.“That is why working with our partners at DEA IMPD,and all across federal,state,and local law enforcement is so important.We are committed to identifying drug traffickers holding them accountable in federal court.”
