Maryland courts extend closures through May amid pandemic

Maryland state courts will remain closed to the public through May 1, 2020, due to the ongoing COVID-19 health crisis. This decision comes following an Administrative Order by Maryland Court of Appeals Chief Judge Mary Ellen Barbera on March 25. The order extends previous restrictions and outlines the continuation of limited court operations.

Chief Judge Barbera's order supersedes a prior directive from March 16 that initially closed courts to the public and reduced courthouse staffing while allowing essential staff to handle emergency matters. Remote proceedings will persist using various communication platforms in line with existing orders on remote participation in judicial processes.

All non-emergency hearings and trials set from March 17 to May 1 are postponed unless specified otherwise. Civil and family law scheduling orders will be considered individually by motion.

The March 18 Administrative Order on Suspension of Foreclosures and Evictions has been rescinded and replaced. Residential foreclosures, evictions, and related actions are stayed; new or pending cases will not proceed during this period.

Emergency matters such as domestic violence petitions, peace orders, bail reviews, juvenile detention hearings, and search warrants will continue with reduced court staffing until May 1 or further notice from the Chief Judge.

Chief Judge Barbera stated, “The COVID-19 pandemic has prompted the Maryland Judiciary to take further action to protect court visitors and Judiciary personnel.” She emphasized commitment to meeting public justice needs during this time.

The electronic filing system (MDEC) remains operational for filings in MDEC counties. Non-MDEC counties or self-represented litigants can mail filings or use drop boxes at local clerk’s offices. The online portal CaseSearch continues updating as clerks process filings statewide.

Media access is allowed under current conditions but with guidelines encouraging consultation with management teams about CDC and Maryland Department of Health advisories. Media members must present valid credentials upon entering courthouses.
