Maryland judiciary implements COVID-19 measures including jury trial suspension

The Maryland Judiciary is actively working to safeguard the health of both the public and its employees as the coronavirus (COVID-19) cases rise in the state. Chief Judge Mary Ellen Barbera has authorized administrative judges in trial courts to implement necessary measures for public safety, which includes mitigating exposure as detailed in an Administrative Order concerning the statewide suspension of non-essential judicial activities.

Circuit Courts, along with the District Court of Maryland and the Administrative Office of the Courts, have established Continuity of Operations Plans (COOPs) that address emergency planning for situations like this pandemic. Some courts have already started applying elements of these plans.

Administrative judges are maintaining communication with judges, employees, and other justice partners locally to ensure they have the necessary information to carry out emergency procedures. These could involve relocating or altering regular operations based on local community needs.

In response to public health recommendations against large gatherings, Chief Judge Barbera issued an order suspending jury trials from March 16 through April 3, 2020. Details about court closures or operational changes will be made available online at mdcourts.gov.
