The Maryland Access to Justice Commission has announced the winners of its fourth annual awards, recognizing contributions that enhance access to legal services in civil matters across the state. Retired Maryland Court of Appeals Judge Irma S. Raker, Chair of the Commission, stated, “The Access to Justice awards recognize individuals, programs and entities that improve the ability of all Marylanders to access the courts or to get legal help in civil legal matters so they can benefit from the rights, protections, services and opportunities that the law provides.”
Baltimore City Circuit Court Judge Pamela J. White was awarded the Robert M. Bell Judge of the Year Award for her efforts in promoting justice accessibility throughout her career. Her work includes leading initiatives for pro bono reporting among attorneys and overseeing Baltimore City's Civil Alternative Dispute Resolution Program.
The Judicial Branch Excellence Award went to the Maryland Court Interpreter Program (MCIP). Established in 1996, MCIP facilitates court access by providing interpreters for those with limited English proficiency. The program is led by a team including Deborah A. Unitus and Ksenia A. Boitsova.
The Outstanding Program of the Year Award was given to the Maryland Court of Special Appeals Alternative Dispute Resolution Division (ADR). Under Director Mala Malhotra-Ortiz’s leadership since its inception as a pilot project in 2009, ADR has become an integral part of appellate proceedings.
Mary Denise Davis received the Executive Branch Award for her work with underserved clients at Baltimore Central Booking and Intake Facility's Office of Public Defender. Her initiatives include organizing events connecting clients with essential services.
Delegate Guy J. Guzzone was named Legislator of the Year for his role in securing funds for legal services during his tenure representing Howard County's Legislative District 13 since 2007.
Additionally, special recognition was given to the Maryland Legal Services Corporation for their support in funding nonprofit grantees statewide.
Awardees will be honored on October 23 at the 2014 Maryland Judicial Conference held at Gaylord National Resort and Convention Center.
