Maryland's judicial system is set to see significant changes with the establishment of the Access to Justice Department. Chief Judge Mary Ellen Barbera of the Maryland Court of Appeals announced this development, highlighting its aim to enhance access and quality in civil legal matters. Pamela Cardullo Ortiz will lead the new department, having previously served as executive director of the Maryland Access to Justice Commission for seven years.
Chief Judge Barbera praised Judge Irma Raker for her leadership at the commission, stating, “It is because of the extraordinary success of the commission that we are creating a permanent Access to Justice Department.” She emphasized that access to justice remains a core function and priority within Maryland’s court operations.
The department will incorporate existing programs like the Court Interpreter Program and focus on various initiatives including language access. This move signifies a commitment by the Judiciary to expand on past initiatives generated by the commission. A new committee comprising judges and judiciary personnel will support these efforts.
Judge Raker expressed satisfaction with her tenure at the commission, noting its success in uniting Maryland’s legal services community towards a common goal. Ortiz echoed this sentiment, expressing eagerness to continue advancing their work through the newly formed department.
