Kent County and Queen Anne’s County courts hosted Maryland Court of Appeals Chief Judge Mary Ellen Barbera on April 23, 2014. The visit included tours of the courts and facilities in Chestertown and Centreville.
Chief Judge Barbera, accompanied by State Court Administrator Pamela Harris, began her day at Kent County Circuit Court and District Court. "We are a small jurisdiction and it’s not often that we get a visit from the state’s chief judge," said Kent County Circuit Judge Paul M. Bowman. He described the meeting as productive and emphasized the importance of open communication.
During her visit to the Circuit Court Clerk's Office, Chief Judge Barbera discussed staffing challenges with Clerk Mark Mumford. "We talked about the unique aspects of providing services that larger jurisdictions do, but with a smaller staff," Mumford stated.
At Kent County District Court, Chief Judge Barbera met with various staff members, including County Clerk Debbie Williams. "I’m very impressed that she took the time to visit and to meet each of us," Williams commented.
The afternoon was spent in Queen Anne’s County, where Chief Judge Barbera visited several court facilities. District Judge Frank M. Kratovil Jr. expressed appreciation for her visit: "It was a privilege to welcome Chief Judge Barbera... Having ongoing and open communication at all levels is vital."
Queen Anne’s County Clerk Debbie Kiel noted their excitement about meeting Chief Judge Barbera: "It's apparent they care about the clerks in the field and all the challenges we face."
Chief Judge Barbera also toured the historic circuit courthouse with plans for new construction discussed by Queen Anne’s County Circuit Court Judge Thomas G. Ross. "A new courthouse is a momentous step forward," said Ross.
Throughout her visits, Chief Judge Barbera emphasized meeting court staff at all levels: “Today, I had the honor to meet and talk with dedicated professionals at all levels.”
