Attorney General Michelle Henry has announced charges against Chad Skena, an insurance agent based in Monroeville, accused of defrauding customers of approximately $60,000. The allegations state that Skena misled clients by promoting non-existent money-saving services between 2020 and 2022.
Chad Skena, aged 47, who runs the Chad G. Skena Insurance Agency, is facing multiple felony and misdemeanor charges related to theft and access device fraud. He allegedly extracted up to $24,000 from a single victim during his operations. Following his arraignment on Tuesday, he was released on non-monetary bail.
“This defendant’s predatory actions allegedly cost consumers thousands of dollars — consumers who thought they were being offered discounts,” stated Attorney General Henry. “The investigation showed that the defendant tried to dodge victims who wanted their money back until the police became involved. Insurance fraud is a serious crime that drives up costs and premiums for all Pennsylvanians.”
According to the Office of Attorney General's investigation, from August 2020 to March 2022, Skena reportedly failed to apply payments made by policyholders to their respective accounts. Instead, he allegedly diverted these funds into his personal accounts.
Skena purportedly contacted existing customers with offers to "bundle" their insurance policies or presented them with "special COVID-19 rates" as a means of saving money. When questioned by victims about missing funds, he claimed the withdrawals were accidental and withheld refunds until law enforcement intervened.
The amounts taken from individual victims ranged between $800 and $24,000.
Deputy Attorney General Daniel F. Gleixner is prosecuting this case. It should be noted that all charges are accusations at this stage; Chad Skena remains innocent unless proven guilty in court.
