NH Learning Solutions settles $975K false claims suit over GI Bill benefits

The Justice Department has announced that NH Learning Solutions Corp. (NHLS) will pay $975,000 to settle allegations of submitting false claims for educational benefits under the Post-9/11 Veterans Educational Assistance Act of 2008. The suit was filed in December 2022 in the U.S. District Court for the Eastern District of Michigan.

NHLS, based in Detroit, offered technology-focused programs across the Midwest and Northeast. Principal Deputy Assistant Attorney General Brian M. Boynton stated, "The Post-9/11 GI Bill was designed to support the educational needs of our veterans, not to permit schools to illegally profit at the expense of the American taxpayers."

U.S. Attorney Dawn N. Ison emphasized her office's commitment to maintaining federal program integrity: "My office is committed to protecting the integrity of our federal programs to ensure the assistance reaches the intended beneficiaries."

Special Agent Gregory Billingsley from VA's Office of Inspector General added, "Safeguarding Post-9/11 GI Bill education benefit funds reserved for deserving veterans remains a priority."

Under this bill, tuition and fees are paid directly by VA to qualifying schools after applying any financial assistance available to students. The government alleged NHLS violated this rule by failing to deduct scholarships or grants from tuition reported on invoices, causing overpayments.

The lawsuit is titled United States v. NH Learning Solutions Corp., No. 2:22-cv-13045 (EDMI). This resolution involved collaboration between various branches of the Justice Department and VA OIG.

Senior Trial Counsel Christopher Wilson and Assistant U.S. Attorney Anthony C. Gentner managed this case.

The allegations against NHLS remain unproven as there has been no determination of liability.
