New York Attorney General Letitia James and Bronx District Attorney Darcel Clark have announced the arrests and indictments of three individuals and their company in connection with a deed theft scheme and real estate investment scams. The accused include Marcia Campbell, a Bronx real estate broker who operated Extreme Realty, her husband Fred Campbell, their associate Frank Palmer, and their shell company, 99 Patmor Ave Inc. They face charges related to the theft of a house in the Bronx and scams that defrauded over $250,000 from vulnerable New Yorkers.
Marcia Campbell faces additional charges for separate real estate investment scams targeting first-time home buyers, immigrants, and even a personal friend. "Stealing someone’s home and tricking a retired friend into a fake loan to steal their money is about as heartless as it gets," said Attorney General James. She highlighted that Marcia Campbell allegedly stole more than $250,000 through these fraudulent activities.
The Office of the Attorney General (OAG) has used a new deed theft law co-authored by Attorney General James to obtain a stay on the foreclosure of the stolen home. This measure aims to prevent its sale during prosecution efforts to return it to its rightful owner.
Bronx District Attorney Darcel Clark commented on the case: "The defendants allegedly stole a house and more than $250,000 from vulnerable people in heartless, greedy schemes." She praised the collaboration between her office's Financial Frauds Bureau and New York Attorney General James’ office in seeking justice for the victims.
Investigations revealed that Mrs. Campbell conducted three separate real estate investment scams involving fraudulent transactions where clients were deceived into paying substantial sums under false pretenses. In one instance, an immigrant couple paid over $91,000 in fees only to discover that their desired property was not for sale.
In another scam involving deed theft at 4169 Bronxwood Avenue in the Bronx, Mrs. Campbell along with Fred Campbell and Frank Palmer allegedly exploited two women's lack of experience with real estate transactions to transfer ownership fraudulently using forged signatures.
The accused were arraigned before Judge Brenda Rivera facing multiple charges including grand larceny and falsifying business records. If convicted on top counts of indictment, they each face up to 15 years imprisonment.
This investigation involved several key personnel from both OAG's Real Estate Enforcement Unit led by Chief Investigator Oliver Pu-Folkes as well as members from Bronx County District Attorney’s Office's Financial Frauds Bureau under Eugene Bykov's supervision among others contributing towards prosecuting this case effectively while maintaining integrity throughout proceedings ensuring
