Indictment of Six Individuals for Cross-Border Drug Trafficking Investigation

Attorney General John M. Formella announces that six individuals have been indicted by the Hillsborough County Grand Jury as the result of a lengthy investigation conducted by the United States Postal Inspection Service into cocaine being trafficked from Puerto Rico to Nashua, New Hampshire and Lawrence, Massachusetts through the United States Mail.

Delvin Castillo Portorreal, age 42, Jose Ynoa Ynfante, age 36, Maribi Garcia, age 28, Elio Omar Cabrera Lopez, age 27, Ernesto Valerio, age 24, and Angel Miguel Marte Ruiz, age 21, were each indicted on one count of Conspiracy to Possess a Controlled Drug with Intent to Distribute.

This investigation revealed that, over the course of approximately 21 months, Ynfante, Garcia, Lopez, Valerio, and Ruiz repeatedly collected packages containing multiple kilograms of cocaine which were mailed from Puerto Rico to Nashua, New Hampshire. On each occasion, after the packages had been collected, they were consolidated and transported by Portorreal from Nashua to Lawrence, Massachusetts.

Arraignments for each individual will be scheduled at the Hillsborough County Superior Court-Southern District at a later date.

“The collaborative efforts of New Hampshire law enforcement and the United States Postal Inspection Service emphasize our shared commitment to combating drug trafficking in our communities and dismantling the networks that threaten public safety,” said Attorney General Formella.

The charges and allegations listed above are merely accusations, and the individuals who have been indicted are presumed innocent unless and until proven guilty.
