TALLAHASSEE, Fla.—Attorney General Ashley Moody’s Office of Statewide Prosecution is charging a Pembroke Pines woman with two counts of human trafficking. According to a Pembroke Pines Police Department investigation, Elise Mizrachi recruited multiple women addicted to heroin and fentanyl and forced the victims into sex work, taking most if not all of the profits. Mizrachi controlled the victims by supplying them with drugs.

Attorney General Ashley Moody stated, “This depraved human trafficker targeted women struggling with addiction, giving them heroin and fentanyl to coerce them to have sex in exchange for money—most of which the defendant kept. I am grateful for those who came forward to report the atrocious crimes to police. If anyone suspects human trafficking, please call our new statewide tipline: 855-FLA-SAFE.”

The investigation revealed that while on probation for trafficking heroin, Mizrachi recruited multiple women addicted to fentanyl and heroin and coerced them into sex work for her benefit. She recruited women from Miami and one from Pennsylvania, promising them a way to make money and access to drugs. Once the women joined Mizrachi in Pembroke Pines, she photographed each victim and posted their pictures on various commercial sex websites. Mizrachi solicited buyers for the victims and directed them to dates, keeping most if not all of the profits. The investigation also found that she distributed heroin or fentanyl at certain times of day to keep the women subdued.

The case came to law enforcement's attention when a few victims escaped and made reports. Mizrachi is charged with two counts of human trafficking of an adult, along with additional charges.

Attorney General Moody’s Office of Statewide Prosecution will handle the case.

Earlier this month, Attorney General Moody and the Florida Department of Law Enforcement announced Florida’s statewide human trafficking reporting hotline. To report suspected trafficking, dial 855-FLA-SAFE or contact local law enforcement.
