Columbus, OH – The Buckeye Institute testified before the Ohio Senate Small Business and Economic Opportunity Committee on the policies in Ohio Senate Bill 198, which focus on helping soon-to-be-released individuals reintegrate successfully into society after incarceration.

In his testimony, Greg R. Lawson, a research fellow at The Buckeye Institute, emphasized the importance of post-release employment in reducing recidivism, stating that "post-release employment is the most predictive factor of recidivism." He highlighted the significance of assisting individuals in obtaining necessary documents for stable housing and employment post-incarceration, stating, "helping soon-to-be-released individuals obtain the documents they will need to secure stable housing and employment after incarceration."

Lawson explained that Senate Bill 198 aims to enhance public safety and promote a just society by providing support for soon-to-be-released individuals. He outlined specific provisions of the bill, such as requiring the Department of Rehabilitation and Correction to assist inmates with resumes that showcase their skills and vocational training. Additionally, the bill mandates the documentation of practice interviews and notification of occupational licensing eligibility upon release.

According to Lawson, the policies in Senate Bill 198 align Ohio with other states that offer similar assistance to formerly incarcerated individuals. He noted that the bill builds upon Ohio's existing programs, such as the certificate of qualification for employment, to further support the reintegration of individuals with criminal records into the workforce.

In conclusion, Lawson expressed confidence that the measures outlined in Senate Bill 198 will contribute to a safer and more just society in Ohio. He stated, "the criminal justice policies in Senate Bill 198 place Ohio in good company and will further promote the state’s interest in a safer, more just society."
