Health care attorney Bryan Gray Looney joins Thompson Coburn

Thompson Coburn is pleased to announce that experienced health care practitioner Bryan Gray Looney has joined the Firm’s Health Care practice. Bryan was previously a partner with Kutak Rock. 

Bryan advises health care industry clients on a wide range of transactional, regulatory and compliance issues. In particular, he has significant experience counseling health care clients in structuring joint ventures and other alignment models, as well as health care clients participating in alternative payment models and other value-based medicine initiatives.

Bryan has helped clients structure various collaboration and alignment models, including ambulatory surgery center joint ventures, office-based labs, imaging joint venture models, and contractual and equity-based joint venture models (both provider-based and freestanding). He has also led physician practice acquisitions and transactions for hospitals and post-acute providers, performed fraud and abuse analyses, and drafted and negotiated various service agreements between providers.

In support of health care clients launching alternative payment models, Bryan has structured clinically integrated networks and accountable care organizations, provided advice to organizations participating in CMMI models (e.g., BPCI, BPCIA, CJR, Direct Contracting, ET3, etc.) and advised organizations participating in various other value-based initiatives, including Medicare Advantage and Medicaid Managed Care initiatives. 

Bryan also provides guidance on the various fraud and abuse issues faced in these models, including advice on the recently issued value-based exceptions/safe harbors under the Stark Law and Anti-Kickback Statute. 

Bryan has experience in the health care regulatory space and is well-versed in regulatory issues involving the Stark Law, Anti-Kickback Statute, Medicare and Medicaid reimbursement, as well as various federal and state privacy laws.
