San Francisco hit with lawsuit over sexual abuse in foster care system

SAN FRANCISCO (Legal Newsline) - A former foster child is suing San Francisco County for the sexual assault and abuse she suffered from age 5 to 7.

A plaintiff known as S.A. in court records filed a negligence lawsuit against the county on June 9 in San Francisco Superior Court. Her lawyers are Leyla Pasic and Donald Mahnke of Herman Law in Palo Cedro.

The county owed duties to children in foster care to evaluate and investigate all reports of abuse and negligent and to visit them in their foster homes, the suit says, among other requirements.

Its lack of doing so allowed S.A.'s foster mom's son and grandson to assault S.A. for more than two years, beginning in 2004, the suit says.

It alleges anal and oral rape. Despite S.A. notifying a social worker and her biological sister who was placed in a different foster home, "no action was taken, no investigation was completed, and Perpetrators continued to sexually abuse and assault Plaintiff until she was eventually removed from Foster Home," the suit says.

It adds children in San Francisco's foster care system were "habitually sexually abused and assaulted."
