Emilie R. Ninan, Andrew Spicknall Elected American College of Bond Counsel Fellows

Ballard Sparh LLP issued the following announcement on Sept. 29.

Ballard Spahr partners Emilie R. Ninan and Andrew Spicknall have been elected Fellows of the American College of Bond Counsel.

The American College of Bond Counsel was formed in 1995 to recognize lawyers who have established reputations among their peers for their “skill, experience, and high standards of professional and ethical conduct in the practice of bond law.” Membership in the organization is limited and nominees must have more than a decade of experience and outstanding reputations in the field of municipal bond law.

Ms. Ninan, who co-chairs the firm’s national Finance Department, serves as bond counsel, underwriter's counsel, borrower's counsel, issuer's counsel, or trustee's counsel on a variety of municipal bond financings—including general obligation, revenue, conduit, utility system, health care, affordable housing, manufacturing, bioenergy, solid waste, and educational facility bond transactions. She is a member of Ballard Spahr’s Expanded Board. Ms. Ninan is the only practicing American College of Bond Counsel member in Delaware.

Mr. Spicknall regularly represents lenders, underwriters, credit enhancers, borrowers, issuers, trustees, and purchasers in the structuring, issuance, offering, placement, remarketing, and securitization of tax-exempt and taxable municipal securities and other complex debt instruments and derivatives.

Ms. Ninan and Mr. Spicknall join 22 other attorneys in the 2021 Class of Regular Fellows, who join 207 existing Fellows.
