Holland & Knight issued the following announcement on Sept. 1.
Holland & Knight announced that Nasim Fussell has joined the firm as a partner in its International Trade Group, residing in the Washington, D.C., office. Most recently, Ms. Fussell was chief international trade counsel for the Senate Finance Committee, advising Chairman Chuck Grassley, committee members and staff on international trade and customs matters.
Ms. Fussell is the second high-profile addition to Holland & Knight's International Trade Group in less than two months. In July, Francisco Sanchez, who served as the under secretary of commerce in charge of the International Trade Administration from 2010 to 2013, joined the firm as co-chair of the practice.
"Nasim has an impressive combination of House, Senate, executive branch and private sector experience and has been in the trenches with respect to many of the most important trade issues in recent years," said José Sirven, leader of Holland & Knight's Business Section. "She is a demonstrated leader with the skills and relationships to help our clients engaged in cross-border transactions navigate the Washington and global trade policy landscape."
Ms. Fussell was appointed the Senate Finance Committee's chief international trade counsel in November 2018, after serving as deputy chief since July 2018 under former Chairman Orrin Hatch. During her tenure, she worked with the Trump administration on trade negotiations with Canada and Mexico (USMCA), Japan (U.S.-Japan Trade Agreement), China (China Phase One Agreement), the United Kingdom, Kenya, the European Union, India and Brazil, as well as negotiations at the World Trade Organization including on reform efforts, fisheries and e-commerce.
Ms. Fussell came to the committee from Pitney Bowes, where she was director of government and regulatory affairs. Before joining Pitney Bowes, she served as trade counsel to the House Ways and Means Committee, working under chairmen Dave Camp, Paul Ryan and Kevin Brady. She also has held trade and public policy-related positions at General Motors, the U.S. Council for International Business and the U.S. Department of Commerce.
"There has been a significant shift in trade policy since the 2016 general election. The 'trade war' that started in 2017 has morphed into a rapid contraction in global trade catalyzed by the COVID-19 pandemic. Regardless of who wins the election in November, the future of trade policy remains uncertain," said Ms. Fussell. "At Holland & Knight, I will have the opportunity to counsel leading companies and associations as they face the international trade challenges ahead and help them craft advocacy strategies to successfully influence the policymakers in Washington."
Ms. Fussell received an LL.M. degree from the George Washington University Law School in international and comparative law, a J.D. degree from the University of Baltimore School of Law and a B.A. degree from the University of Michigan.
