Clark Hill issued the following announcement on Feb. 13.
Clark Hill LLP announced the appointment of Thomas K. Ragland as Member-In-Charge of the Washington D.C. office. Ragland joined Clark Hill in 2016 as a Member, and assumes leadership from Charles Spies who led the office for eight years of continued growth.

Washington is the hub of client activity across the Clark Hill global platform, and we serve many clients doing business or requiring representation before federal government agencies and before federal and DC local courts. We thank Charlie for his leadership throughout this period and know he is looking forward to devoting all of his professional energy to growing the firm’s political law practice.”
Ragland is a prominent immigration attorney with 25 years of experience in both private practice and government service. Having worked on both sides of the system, Ragland brings wide-ranging experience and a deep understanding of this country’s increasingly complex immigration laws. Prior to joining private practice, Ragland served for ten years in the U.S. Department of Justice, where he represented the government in the Boston Immigration Court, the Board of Immigration Appeals, and the Civil Division’s Office of Immigration Litigation. In 2013, Ragland was awarded the American Immigration Lawyers Association’s (AILA) highest honor, the Edith Lowenstein Award for Excellence in Advancing the Practice of Immigration Law.
In addition to his leadership role at Clark Hill, Thomas has been an Adjunct Associate Professor of Law at the American University’s Washington College of Law. He is the former Chair of AILA’s Federal Court Litigation Section, is Vice Chair of AILA’s Administrative Litigation Task Force, authored the chapter on Immigration in the leading treatise Business and Commercial Litigation in Federal Courts, 4th ed. (Thomson West 2016), and is a Member of the Editorial Board of AILA Law Journal. He is a 1994 cum laude graduate of Boston College Law School, where he was Editor in Chief of the Boston College Third World Law Journal, and a graduate, with honors, of the University of Virginia.
