Holland & Knight, LLP issued the following announcement on Oct. 9.
Nationally recognized political law attorney Charles Borden has joined Holland & Knight as a partner in its Public Policy & Regulation Group in Washington, D.C. Joining the firm with him is Senior Counsel Sam Brown. Both were previously with Allen & Overy, where Mr. Borden was the leader of the firm's Political Law Practice.
Mr. Borden advises large multinational corporations on compliance with international, federal, state and local political law regulatory regimes, with a particular focus on financial institutions. He counsels clients in all areas of political law, including lobbying regulations, campaign finance, pay-to-play, gift and entertainment laws, post-employment restrictions, placement agent regimes, municipal advisor regulations, and nomination and confirmation counseling.
"Charles is one of the top political law attorneys in the country, with a roster of blue-chip clients that includes many of the leading players in the financial services industry, both in the United States and globally," said Rich Gold, the leader of Holland & Knight's Public Policy & Regulation Group. "His international experience and knowledge of cross-border and global political issues greatly enhances our practice."
In addition to his legal practice, Mr. Borden is a visiting fellow at the Centre for Analysis of Risk and Regulation at the London School of Economics and co-teaches a course on government ethics at Harvard Law School, where he is a visiting lecturer in law. He is recognized as a leading political law practitioner by Chambers USA.
Mr. Brown formerly served as counsel to Commissioner Ellen Weintraub of the Federal Election Commission, where he played a key role in formulating the Commission's response to the Citizens United decision. He is recognized as an "Up and Coming" lawyer in the area of political law by Chambers USA.
"Holland & Knight is the perfect match for my practice given the firm's extraordinary strengths in both political law and financial services," said Mr. Borden.
