RALEIGH, N.C. (Legal Newsline) - A North Carolina paver who allegedly scammed customers in a driveway paving scheme is now banned from paving or graveling in the state, according to an announcement by North Carolina Attorney General Roy Cooper on Friday.
The paver, Lige Bobby Boswell, allegedly performed a “classic driveway paving scheme,” by going to customers, who were mostly elderly or senior citizens, and saying he would pave their driveway at a lower cost, because he had extra materials left over from another job.
He allegedly charged huge fees, did shoddy work and didn't provide contracts, which would have allowed the customers to cancel within the three-day grace period that is part of state law.
Boswell operated under the company names Katidid Paving, Absolute Paving, AJ Paving, and Skyline Paving.
In 2011, Boswell was taken to court and had a temporary ban placed against him, but started running his alleged scams again in 2013.
In addition to the ban, Boswell must pay $6,100 in refunds to three customers as well as civil penalties.
“Ignoring court orders and continuing to cheat consumers is no way to do business,” Cooper said. “When problem pavers can’t learn to play by the rules, we’ll take action to shut them down.”
Cooper recommended that consumers contact law enforcement with any issues with scammers.
“Don’t let roving paving scammers rip you off,” Cooper said. “If you spot a possible paving scammer, report them to local law enforcement and our office.”
