JEFFERSON CITY, Mo. (Legal Newsline) - Missouri Attorney General Chris Koster reached a settlement Thursday with a defunct Jefferson City- and Columbia-based medical spa and its owner to resolve allegations of failing to provide pre-paid services.

Skin Rx LLC and Laura Rackers, the company's owner, allegedly accepted payments from consumers for cosmetic procedures, such as laser hair removal, but closed the business prior to providing or completing the services. Six consumers complained to Koster's office, alleging they pre-paid for services from Skin Rx that were not delivered.

Koster's office pursued legal action on the behalf of the consumers.

"Consumers have recourse available when purchased services aren't delivered," Koster said. "My office will hold Missouri businesses accountable when they don't follow through as promised."

Under the terms of the settlement, Rackers and Skin Rx will pay $5,445.00 worth of restitution to the six consumers. Rackers and Skin Rx also agreed to refrain from receiving, collecting, charging, demanding or claiming any payment or compensation for services until the services have been completely performed.
