Gang associate pleads guilty to fentanyl distribution charges

An associate of the 18th Street Gang has admitted to drug charges in a federal court in Boston. Elvin Martinez-Flores, aged 23 and residing in Everett, pleaded guilty to distributing and possessing with intent to distribute over 40 grams of fentanyl. United States District Judge Indira Talwani has set the sentencing for August 5, 2025. Martinez-Flores was initially charged by criminal complaint in January 2025.

The case involves two separate incidents where Martinez-Flores sold pressed fentanyl pills to a cooperating witness. On September 20, 2024, he sold approximately 400 pills, followed by another sale of 500 pills on October 28, 2024.

The charge related to the distribution and possession with intent to distribute fentanyl carries a potential sentence of up to 20 years in prison. It also includes at least three years and possibly a lifetime of supervised release along with a fine that could reach $1 million. Sentences are determined by a federal district court judge based on U.S. Sentencing Guidelines and relevant statutes.

The announcement was made by United States Attorney Leah B. Foley; Kim Milka, Acting Special Agent in Charge of the Federal Bureau of Investigation's Boston Division; and James M. Ferguson, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives' Boston Field Division. The Massachusetts State Police; U.S. Immigration and Customs Enforcement's Enforcement and Removal Operations; Suffolk County and Middlesex County District Attorney’s Offices; as well as police departments from Boston, Chelsea, Everett, Falmouth, Lynn, Medford, Nantucket, and Revere provided valuable assistance.

Assistant U.S. Attorneys Timothy Moran and Fred Wyshak from the Organized Crime & Gang Unit are handling the prosecution.

This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation aimed at identifying and dismantling high-level criminal organizations threatening the United States through a prosecutor-led approach involving multiple agencies.
