Federal charges filed against two men for alleged child exploitation

Federal charges have been filed against a former school music teacher and a Filipino man for allegedly producing videos of child sexual exploitation in the Philippines. Joshua DeWitte, 50, from Cambridge, Massachusetts, and Christopher Allan Tisoy, 27, a Filipino national residing in Baltimore, Maryland, face one count each of sexual exploitation of minors.

DeWitte was arrested in Boston and will remain detained until his hearing on May 12, 2025. Tisoy was apprehended in Baltimore and will stay detained until his hearing on May 14, 2025.

The charging documents allege that DeWitte owned a Snapchat account used to upload child sexual abuse material. Records suggest he engaged in inappropriate conversations with users claiming to be minors and requested explicit images. DeWitte is also accused of paying another user to produce child pornography.

In January 2025, law enforcement searched DeWitte's residence leading to his arrest on multiple charges related to obscene material distribution. A forensic examination of his phone revealed Telegram conversations about creating explicit videos involving minors with Tisoy.

Allegedly, between July 3, 2023, and December 27, 2024, DeWitte made numerous PayPal payments to Tisoy totaling approximately $23,752 for these videos.

U.S. Attorney Leah B. Foley announced the charges alongside Michael J. Krol from Homeland Security Investigations New England. The investigation received assistance from several law enforcement agencies including the Cambridge Police Department and HSI-Baltimore.

The charge carries a mandatory minimum sentence of 15 years up to a maximum of 30 years in prison if convicted. The case is part of Project Safe Childhood aimed at combating child sexual exploitation nationwide.
