Samuel E. “Gene” Fishel, a member of Troutman Pepper Locke’s Regulatory Investigations, Strategy and Enforcement (RISE) Practice, was recently named to Virginia Lawyers Weekly’s “Go To Lawyers” 2025 list for cybersecurity litigation. The program recognizes top lawyers across the commonwealth in a given practice area based on nominations and an independent selection process.
According to the publication, those recognized as “Go To Lawyers” are regarded as experts in their field and well-versed in the nuances that related case law, statutes, and regulations clients will encounter. Honorees also have a demonstrated record of success, receive regular referrals, and think creatively.
Fishel is a former regulator with two decades of experience who has overseen state privacy and cybersecurity regulation enforcement, led national, multistate attorneys general privacy investigations, and prosecuted computer crimes at the state and federal levels. He has served at the forefront of state attorney general and federal enforcement, and utilizes this experience to proficiently represent client interests.
Troutman Pepper Locke’s RISE Practice Group counsels clients in a wide range of legal and public policy matters. For businesses in heavily regulated industries, such as financial services, advertising and marketing, health care, insurance, telecommunications, alcohol, tobacco, and cannabis, the team offers guidance on compliance and reporting, as well as, when necessary, litigation and administrative appeals of regulatory enforcement actions.
