A Boston man has been arrested and charged for allegedly receiving child sexual abuse material. Cess Frazier, 32, faces one count of receipt of child pornography. He was arrested at his residence and appeared in federal court in Boston, where he was ordered detained pending a hearing on May 1, 2025.
The charging documents allege that an investigation into the dissemination of child sexual abuse material identified Frazier as someone who purchased such material. During a search of Frazier's cell phone, approximately 100 media files depicting child sexual abuse material were allegedly found saved in Telegram Messenger. The minor victims in these files were reportedly between three and ten years old.

The charge of receipt of child pornography carries a potential sentence of five to 20 years in prison, a minimum of five years to a lifetime of supervised release, and a fine of up to $250,000. Sentences are determined by a federal district court judge according to U.S. Sentencing Guidelines and statutes.
United States Attorney Leah B. Foley and James Crowley, Acting Special Agent in Charge of the FBI Boston Division, announced the charges. The Boston Police Department provided valuable assistance, and Assistant U.S. Attorney Allegra Flamm from the Major Crimes Unit is prosecuting the case.
This case is part of Project Safe Childhood, a national initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse. The initiative combines federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children and to identify and rescue victims.
