Former coach sentenced to 28 years for child sexual abuse and secret filming

HARRISBURG — Attorney General Dave Sunday announced that Justin Biser, a former youth baseball coach from Franklin County, has been sentenced to a prison term of 14 to 28 years for sexually assaulting three children between 2021 and 2023.

Biser, aged 45, residing in Waynesboro, received an additional sentence on a Tuesday for secretly recording one of the children and filming two young adults without their consent.

Senior Judge Kevin A. Hess also directed Biser to register as a sex offender for life.

In January, a Franklin County jury found Biser guilty on all 65 counts he faced, which included involuntary deviate sexual intercourse, aggravated indecent assault, and manufacturing child pornography.

“This convicted predator will spend many years behind bars, thanks to the bravery of the victims and the tenacious work of prosecutors and investigators,” stated Attorney General Sunday. “For years, Justin Biser was a wolf in sheep’s clothing, posing as a coach and mentor to children, when he used the position to groom and abuse children and young adults.”

The investigation commenced following an anonymous tip from one of the juvenile victims. Court testimonies revealed that Biser utilized his role as a coach to gain the trust and proximity to his victims.

Testimonies further detailed that Biser sexually abused three juvenile girls, secretly recording one on 16 separate occasions. He also employed a hidden camera to record two young adults as they undressed in his bathroom, without their consent.

Deputy Attorney General Julia Van Leeuwen and Senior Deputy Attorney General Jaime Keating prosecuted the case.
