Missouri man pleads guilty to recording child exploitation

A man from Washington, Missouri, Todd Kelly, has admitted to recording sexual acts involving a 14-year-old. Kelly, 37, pleaded guilty to a charge of producing child pornography. He confessed to making the recordings on his mobile phone during June and July 2023. Authorities were alerted by the victim's father in August 2023.

Kelly's sentencing is scheduled for July 28. The U.S. Attorney's office intends to recommend a 25-year prison sentence.

The case was investigated by the Warren County Sheriff's Department, the Franklin County Sheriff's Office, and the FBI. Assistant U.S. Attorney Tiffany Becker is handling the prosecution.

This matter is part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice in May 2006. The project aims to combat child sexual exploitation and abuse. It brings together resources to locate, arrest, and prosecute individuals who exploit children online, as well as to identify and assist victims.
