Ramon Randall, a 37-year-old resident of Washington, D.C., has been indicted for felony second-degree theft following an incident at a CVS store on March 12, 2025. The indictment was issued by a grand jury in the Superior Court of the District of Columbia, as announced by U.S. Attorney Edward R. Martin, Jr. and Chief Pamela Smith of the Metropolitan Police Department.
The indictment was handed down on April 9, 2025, with arraignment proceedings scheduled for April 29. According to evidence presented by the government, Randall was seen entering a CVS store on 8th Street NW with a reusable bag. Store management observed Randall placing several items in his bag, prompting them to call the police.
Arriving at the scene, Metropolitan Police Department officers reportedly witnessed Randall moving cautiously within the store and attempting to exit without making a purchase. An officer familiar with Randall stopped him at the exit, and Randall insisted, "I ain’t left the premises!" The officer recovered stolen items worth $133.27, including several bottles of toothpaste and socks, and returned them to the store manager.
Randall, who has multiple prior theft convictions, faces enhanced penalties, which could entail a mandatory minimum sentence of one year in jail for each theft count upon indictment.
The investigation was conducted by the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia, with Assistant U.S. Attorney David Liss leading the prosecution.
The indictment remains an allegation, and all defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a legal proceeding.
