Attorney General Jeff Jackson has announced that Jasmine Hoyle of Winston-Salem pleaded guilty to charges of health care fraud and money laundering. Hoyle admitted to defrauding the North Carolina Medicaid program of over $6 million. According to Jackson, "This business owner stole millions from our state’s Medicaid program for services she never completed and used the money for personal gain."
Through her Winston-Salem businesses, Harvest & Consulting Services, LLC, and The Ultimate Sacrifice, Hoyle obtained Medicaid reimbursements for unperformed services, primarily involving urine drug tests. Between August 2020 and July 2022, her business submitted 97 claims for tests on a Medicaid beneficiary unconnected to either company. The stolen funds were used for personal expenses, including the purchase of a Dodge Challenger.
Sentencing is set for July 31 at 9:30 a.m. in Greensboro before United States District Judge William L. Osteen, Jr. Hoyle could face a maximum of ten years in prison, up to three years of supervised release, and monetary penalties.
The investigation involved the IRS–Criminal Investigation Division, North Carolina Attorney General’s Office-Medicaid Investigations Division, Department of Health and Human Services–Office of Inspector General, and the United States Postal Inspection Service. Assistant United States Attorney Ashley Waid and Special Assistant United States Attorney Daniel Spillman prosecuted the case.
The Medicaid Investigations Division (MID) handles prosecutions of health care providers defrauding Medicaid, abuse of Medicaid patients, and misappropriation of private funds in Medicaid-supported nursing homes.
