Federal authorities have charged Otilio Green, a 43-year-old Yale police officer from Hamden, with child exploitation offenses. The arrest was announced by Marc H. Silverman, Acting United States Attorney for the District of Connecticut, alongside Michael J. Krol, Special Agent in Charge of Homeland Security Investigations (HSI) New England, and Connecticut State Police Colonel Daniel Loughman.
Green was detained after appearing before U.S. Magistrate Judge Maria R. Garcia in New Haven. A detention hearing is scheduled for the following day in Bridgeport. Allegedly, between January and March 2025, Synchronoss, a cloud storage provider for Verizon Wireless, reported 43 images and five videos of suspected child pornography linked to Green's account. Further investigation led to the discovery of more material in his cloud storage. Green is accused of possession and receipt of child pornography, offenses carrying potential prison terms ranging from five to 20 years.
Acting U.S. Attorney Silverman remarked, "A complaint is only a charge and is not evidence of guilt. Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt."
The investigation involves HSI New England, the Connecticut State Police, and the Connecticut Center for Digital Investigations. Assistant U.S. Attorney Nancy V. Gifford is prosecuting the case.
This case is part of the U.S. Department of Justice’s Project Safe Childhood Initiative, aimed at protecting children from sexual exploitation. More information can be found at www.justice.gov/psc. Incidents of child exploitation can be reported via www.cybertipline.com.
