Richard D. Westphal, U.S. Attorney | U.S. Attorney for the Southern District of Iowa

A Boone, Iowa man has been sentenced to five years in federal prison following his attempt to transfer obscene material to a minor. Travis Lee Morgan, 40, was discovered communicating via Facebook with a person he believed to be a 13-year-old girl, who was in fact a law enforcement officer. From June to August 2023, Morgan sent inappropriate videos and images, including explicit material, and engaged in conversations about sex acts he wanted with the minor.

Following his imprisonment, Morgan will serve an additional three-year term of supervised release. The federal system does not provide for parole.

United States Attorney Richard D. Westphal of the Southern District of Iowa has announced the sentencing. The FBI Human Trafficking and Child Exploitation Task Force, the Altoona Police Department, the Iowa Department of Public Safety's Division of Criminal Investigation-Internet Crimes Against Children Task Force, the Boone Police Department, and the Boone County Sheriff's Office contributed to the investigation.

This case is part of Project Safe Childhood, an initiative launched by the Department of Justice in 2006 to combat child sexual exploitation. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, the project utilizes federal, state, and local resources to apprehend and prosecute offenders and to assist victims.
