Buckeye Institute supports HB28 aiming at property tax reform

The Buckeye Institute recently presented its testimony before the Ohio House Ways and Means Committee regarding the policies in Ohio House Bill 28. This bill, if passed, aims to lay a foundation for broader property tax reforms while safeguarding local taxpayers.

Greg R. Lawson, a research fellow at The Buckeye Institute, addressed the committee by highlighting that "local taxpayers across the state have seen substantial increases in their property tax bills over the course of the past year."

Lawson praised House Bill 28's policies as they would "help alleviate some of the local taxpayer frustration" and set a foundation for future reforms. He emphasized that The Buckeye Institute's recommendations focus on increasing transparency in property tax expenditure and removing "layers of fragmented, redundant bureaucracy" that contribute to higher taxes for Ohio residents.

Additionally, Lawson acknowledged lawmakers' efforts within House Bill 28 to remove replacement levies from ballots. These levies increase property taxes but are often mistaken for renewal levies, which do not raise taxes. According to Lawson, "House Bill 28 would end this prospect and push local governments to use plain language when trying to raise taxes."

Ohio's local tax burden ranked 13th nationwide as of 2020, with property taxes being a significant component. Many taxpayers remain unaware of how various levies impact their finances or identify their sources of dissatisfaction due to rising taxes. The Buckeye Institute has advocated for greater transparency in local spending and taxation.

While House Bill 28 may not address all issues causing recent tax hikes related to local government size and structure, it proposes essential steps toward comprehensive reform while offering short-term protection for taxpayers.

Lawson concluded by reiterating support for clear communication from local governments regarding tax changes: "This approach has received broad support," referencing similar legislation previously endorsed by the Cleveland Plain Dealer editorial board.
