Ellison facilitates renewed talks on academic medicine between Minnesota institutions

Minnesota Attorney General Keith Ellison has announced a new phase in the negotiations involving the University of Minnesota, Fairview, and Essentia Health concerning the future of academic medicine in the state. At Ellison's request, these parties have agreed to engage in renewed discussions with the assistance of a strategic facilitator to explore all potential solutions.

Ellison stated, “Given the current status of the talks, the time pressure, and the importance of the public interest in getting this right, my office is taking a more active role.” He acknowledged previous efforts by the parties to find a resolution and emphasized their recognition of these negotiations' significance to public interest. The Attorney General's Office will work with them to identify a strategic facilitator who will aid in finding a resolution while prioritizing public interest.

The selected strategic facilitator will be responsible for facilitating discussions among parties and establishing communication guidelines, milestones, and deadlines. Their role is crucial in ensuring that discussions align with mutual goals such as promoting public interest and maintaining stability and sustainability in patient care, employee welfare, academic research and education, medical workforce development, and overall healthcare quality in Minnesota.

Attorney General Ellison's review process falls under Minn. Stat. § 145D.01 which allows him to evaluate whether healthcare transactions serve public interest. He also holds authority over these matters as Minnesota's primary regulator of charities and enforcer of federal and state antitrust laws on behalf of residents. By engaging a strategic facilitator, Ellison clarifies that he does not waive his authority or preapprove any discussion outcomes.
