A Shirley man, Noel Haro, has pleaded guilty in a federal court in Boston to charges related to the trafficking of methamphetamine and fentanyl. The plea was entered for one count of conspiracy to distribute and possess with intent to distribute 50 grams or more of methamphetamine and 40 grams or more of fentanyl. Additionally, Haro faced two counts of distribution and possession with intent to distribute 50 grams or more of methamphetamine, as well as aiding and abetting. He also pleaded guilty to one count of distribution and possession with intent to distribute 40 grams or more of fentanyl, along with aiding and abetting.
U.S. Senior District Court Judge William G. Young has scheduled sentencing for June 5, 2025. In April 2023, Noel Haro was indicted alongside his brother Marcos Haro.
Noel Haro is identified as a member and influential leader within the "Border Brothers" gang. This gang is known for its involvement in drug, weapon, and human trafficking activities across Southern Arizona, with connections extending into Nogales, Mexico, and the Arizona prison system. Currently serving a life sentence at a Massachusetts Department of Correction facility due to previous convictions in Arizona for drug distribution, conspiracy, and money laundering offenses, Haro was transferred from an Arizona facility after being deemed a security concern.
The investigation into Noel Haro began around April 2019 when it was discovered that he attempted to facilitate narcotics trafficking into Massachusetts through inmate phone calls. During these calls, he solicited friends and family members to transport drugs from Arizona on his behalf. By April 2022, recorded calls indicated collaboration between Noel Haro and his brother Marcos in arranging drug deals outside prison walls.
In June 2022, it is alleged that Marcos agreed to supply an individual with samples of various narcotics concealed inside a postal package containing a purple teddy bear. On July 13, 2022, this package was retrieved containing fentanyl pills along with methamphetamine and black tar heroin. Subsequent communications between the brothers discussed further sales arrangements involving significant quantities of methamphetamine.
Marcos Haro is set to plead guilty on March 19, 2025.
