North Bay man pleads guilty to aggravated sexual abuse charge

Esbin Ramirez-Garcia, a 28-year-old resident of Rohnert Park, has pleaded guilty to aggravated sexual abuse in Marin Headlands. The plea follows an indictment by a federal grand jury on August 22, 2024, for one count of aggravated sexual abuse under 18 U.S.C. § 2241(a).

Ramirez-Garcia admitted that on the night of August 2, 2024, he gave a ride to the victim with whom he had a prior relationship. During the ride, he asked her to rekindle their relationship. After she refused and requested to be let out of the vehicle, Ramirez-Garcia continued driving against her will.

The plea agreement reveals that Ramirez-Garcia drove to a parking lot in Marin Headlands within the Golden Gate National Recreation Area and parked after midnight. He then forcibly assaulted the victim while she was seated in his truck's passenger seat.

The announcement was made by Acting United States Attorney Patrick D. Robbins, FBI Acting Special Agent in Charge Dan Costin, and National Park Service Investigative Services Branch Acting Special Agent in Charge Betsy Smith.

Ramirez-Garcia has been held in custody since August 2024. His sentencing is set for May 28, 2025, before Senior U.S. District Judge William Alsup. He faces up to life imprisonment and a $250,000 fine; however, any sentence will be determined by considering the U.S. Sentencing Guidelines and relevant federal statutes.

Special Assistant U.S. Attorney Christine Chen and Assistant U.S. Attorney E. Wistar Wilson are leading the prosecution with assistance from Sara Slattery, Maureen French, and Fernanda Gonzalez. The case results from an investigation conducted by the FBI and the National Park Service Investigative Services Branch.
