A man from Waukee, Iowa, Stephan Rashad Haley, aged 36, was sentenced to 32 years in federal prison for his involvement in fraud, money laundering, and fentanyl distribution. Known by aliases "Ace" and "Bosh," Haley acquired counterfeit pills containing fentanyl from various sources and distributed them in the Southern District of Iowa.
In October 2023, a search at Haley's residence uncovered a stolen pistol used in a West Des Moines shooting incident, alongside marijuana, cocaine, and fentanyl-laced pills. The court determined that Haley was accountable for distributing over 12 kilograms of fentanyl.
Between May and August 2023, Haley engaged in a multi-million-dollar fraud scheme. He collaborated with conspirators nationwide to open fraudulent bank accounts and deposit stolen checks. This resulted in an intended loss exceeding $3.5 million affecting more than ten victims.
Following his prison term, Haley will undergo five years of supervised release as there is no parole available federally. Additionally, he must pay $66,437 in restitution.
The trial for ten co-defendants related to the fraud case is scheduled for June 23, 2025; eight others have pleaded guilty.
The announcement came from United States Attorney Richard D. Westphal of the Southern District of Iowa. Investigations were conducted by several agencies including the IRS Criminal Investigation and FBI among others.
This case aligns with Project Safe Neighborhoods (PSN), which aims to reduce violent crime through community trust-building and strategic enforcement priorities initiated on May 26, 2021.
