AG Campbell reports record enforcement decisions on open meeting law compliance

Attorney General Andrea Joy Campbell has released the annual report of her office’s Division of Open Government, which oversees the enforcement of the Commonwealth’s Open Meeting Law (OML). The report details the Division's activities in 2024, focusing on ensuring transparency in public body operations.

The Attorney General’s Office received 364 OML complaints last year. The Division issued a record 262 determination letters resolving 347 complaints and declined to review 58 others due to irrelevance to the Open Meeting Law. Overall, 405 complaints were resolved, reducing pending cases significantly.

In comparison, 2023 saw a total of 244 determinations and 32 declinations, with 357 complaints resolved. In 54% of reviewed cases in 2024, at least one violation was found. Common violations included insufficient meeting notices, inaccurate minutes, delays in approving minutes, unaddressed requests for minutes, and deliberations outside posted meetings.

The Division aims to ensure compliance through education and resources. In 2024, approximately 1,300 individuals were trained on OML requirements via webinars. Informational resources were also updated or created to enhance public awareness.

Remedial actions often ordered include immediate compliance with OML, amending or creating meeting minutes, releasing executive session minutes, and completing member certification.
