Attorney General Anthony G. Brown announced that Cheryl Leigh Gray, 50, of Middletown, Maryland, pleaded guilty in the Circuit Court for Frederick County to one count of felony theft of $25,000-$100,000.
The investigation was led by the Attorney General’s Fraud and Corruption Unit in the Criminal Division and the Maryland Insurance Administration. On April 5, 2024, the Attorney General announced that Gray was convicted in a separate, earlier Frederick County felony theft scheme case related to her work as an insurance producer.
When sentenced, Gray had already repaid $305,995.55 in restitution but still owed $63,536.46 in additional restitution. After her release from incarceration, Gray was ordered to pay the remaining $63,536.46 in restitution as part of her supervised probation. In order to obtain the money to pay the restitution in the 2024 case, Gray engaged in a new theft scheme. In the new scheme, Gray stole $65,000 from a friend by falsely claiming that she needed the money for medical treatment when she really needed the money to pay her restitution. Gray will be sentenced in the Circuit Court for Frederick County on March 17, 2025. In making today’s announcement, Attorney General Brown thanked his Criminal Division, specifically Fraud and Corruption Unit Chief Alex Huggins and Assistant Attorney General Timothy Lake, who prosecuted both cases.
Attorney General Brown also thanked Maryland Insurance Administration Forensic Auditor Suzzanne Jones and Investigator William Wagner. Finally, Attorney General Brown thanked State’s Attorney for Frederick County J. Charles Smith III for his assistance with this prosecution.
