Lycoming County man faces federal indictment for child exploitation crimes

The United States Attorney’s Office for the Middle District of Pennsylvania has announced charges against Christopher Stout, a 48-year-old resident of Lycoming County, Pennsylvania. Stout was indicted by a federal grand jury on February 4, 2025, facing multiple charges related to child exploitation crimes.

Acting United States Attorney John C. Gurganus stated that the indictment accuses Stout of using the internet and an electronic device to persuade and coerce a minor into engaging in sexual conduct and producing child pornography. Additionally, it is alleged that Stout received child pornography on or about July 28, 2024, and possessed it on August 23, 2024.

The investigation involved several agencies including the Federal Bureau of Investigations – Philadelphia-RAC Williamsport, Hughesville Borough Police Department, Pennsylvania State Police, and Lycoming County District Attorney’s Office. Assistant United States Attorney Tatum R. Wilson is leading the prosecution.

This case is part of Project Safe Childhood, an initiative started in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse. The project involves federal, state, and local resources to apprehend individuals who exploit children and rescue victims. More information can be found at www.usdoj.gov/psc.

If convicted under federal law for these charges, Stout could face life imprisonment along with supervised release following imprisonment and a fine. Sentencing would be determined by a judge based on federal sentencing statutes and guidelines.

It is important to note that indictments are only allegations. All charged individuals are presumed innocent until proven guilty in court.
