Fox Rothschild is pleased to welcome Catherine Hill to our Raleigh Office as Counsel in the Litigation Department.

Hill has more than a decade of experience working as an assistant city attorney for Raleigh and Asheville, North Carolina and representing land use boards, including planning boards, boards of adjustment and historic preservation commissions. She now represents local governments, private businesses and developers throughout the state and has experience in all aspects of land use law and development, including permitting, quasi-judicial land use decisions, the North Carolina Building Code and litigation.
Hill’s knowledge and background allows her to assist clients with matters related to:
Residential and commercial development approvals
Subdivisions and site plans
Quasi-judicial land use decisions, including variances, special use permits and certificates of appropriateness
Historic preservation issues
Zoning amendments
Issues related to Permit Choice Act and vested rights
North Carolina Building Code issues
Land use litigation
“Catherine’s skill and experience are a great fit for our growing land use and zoning team in Raleigh,” Risinger said. “She’ll practice alongside two preeminent partners in the field — former Raleigh City Attorney Robin Tatum, a land use litigator, and Beth Trahos, who focuses on commercial real estate development and government regulation — both of whom joined Fox in 2023.”

Hill earned her J.D. from Campbell University School of Law and her B.A. from North Carolina State University. She is currently serving as Vice Chair of the North Carolina Bar Association’s Zoning, Planning and Land Use Section.
