Hartford man receives federal sentence for illegal firearm possession

Marc H. Silverman, Acting United States Attorney for the District of Connecticut, announced that Osiris Muhammad, 24, from Hartford, has been sentenced to 46 months in federal prison. The sentencing was delivered by U.S. District Judge Sarala V. Nagala and includes three years of supervised release following his imprisonment for illegal firearm possession.

Court documents reveal that on January 26, 2024, shortly after midnight, Muhammad fired multiple shots at a target near Belden Street and Albany Avenue in Hartford. Two days later, Hartford Police identified Muhammad at a liquor store on Albany Avenue. After a brief chase, he was apprehended and found with a Ruger P89 pistol. The National Integrated Ballistic Information Network (NIBIN) analysis linked the gun to shell casings from the previous day's shooting.

Muhammad's criminal history includes a 2020 state court conviction for first-degree robbery. Federal law prohibits individuals with felony convictions from possessing firearms or ammunition that have traveled through interstate or foreign commerce.

Since his arrest, Muhammad has remained in custody. He pleaded guilty to unlawful possession of a firearm by a felon on June 28, 2024.

The investigation was carried out by the Hartford Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant U.S. Attorneys Konstantin Lantsman and Daniel Gordon prosecuted the case.

This case is part of Project Safe Neighborhoods (PSN), an initiative uniting various levels of law enforcement with communities to curb gun violence and violent crime while enhancing neighborhood safety. In May 2021, the Justice Department launched a strategy to reduce violent crime under PSN's core principles: fostering community trust and legitimacy; supporting organizations that prevent violence; setting strategic enforcement priorities; and measuring outcomes.
