A Burlington resident has been sentenced to 30 months in federal prison for possessing firearms as a drug user. The individual, Isaac Davon Carter, aged 31, purchased four firearms on August 5, 2020, from gun stores located in Burlington, Clive, and Des Moines. Shortly thereafter, the United States Postal Inspection Service intercepted a package containing ten firearms being shipped from Cedar Rapids to California. This included all four weapons that Carter had acquired.
In September of the same year, law enforcement conducted a search at Carter's residence in Burlington and discovered a loaded Glock pistol. Carter confessed to being an unlawful drug user and admitted to providing false information on the ATF form used to purchase the firearms. He also revealed that he had obtained these weapons for another person who accompanied him during the transactions.
Following his imprisonment term, Carter will undergo three years of supervised release. It is important to note that there is no parole option within the federal system.
The announcement was made by United States Attorney Richard D. Westphal of the Southern District of Iowa. The investigation was carried out by both the United States Postal Inspection Service and the Des Moines County Sheriff’s Office.
This case falls under Project Safe Neighborhoods (PSN), an initiative designed to reduce violent crime and gun violence through collaboration between law enforcement agencies and communities. On May 26, 2021, PSN introduced a strategy aimed at reducing violent crime by enhancing trust within communities, supporting community-based violence prevention organizations, prioritizing strategic enforcement actions, and evaluating outcomes.
