A former school bus driver from St. Peters, Missouri, has admitted to recording his sexual abuse of two young children. Robert W. Stillwell, aged 67, pleaded guilty on Wednesday to two counts of production of child pornography.
Stillwell confessed to filming the abuse of a girl born in 2016 and another born in 2022. He abused the victims both while they were asleep and awake. The older girl was coerced into compliance through promises of toys and money and was threatened by Stillwell when she did not cooperate. According to her statement, he would become angry and scream if she resisted.
Additionally, Stillwell altered his voice to mimic that of elementary school-aged girls and recorded messages encouraging the older victim to comply with his demands.
The investigation began after the parents of the older victim contacted the St. Peters Police Department in December 2023. Their daughter reported that Stillwell claimed drinking her urine was medicinal for him. Investigators subsequently discovered recordings documenting his abuse.
Sentencing for Stillwell is scheduled for April 22, with the government recommending a prison term of 30 years.
The case was investigated by the FBI, the St. Charles County Cyber Crime Task Force, and the St. Peters Police Department. Assistant U.S. Attorney Jillian Anderson is handling prosecution duties.
This case falls under Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse nationwide.
