Muskogee man sentenced for not registering as sex offender

The United States Attorney’s Office for the Eastern District of Oklahoma has announced the sentencing of Stephen Patrick Looper, a 69-year-old resident of Muskogee, Oklahoma. Looper received a ten-month prison sentence followed by five years of supervised release for failing to register as a sex offender.

This case was investigated by the United States Marshals Service Violent Crime Fugitive Task Force, along with the Muskogee Police Department and the Muskogee County Sheriff’s Office. Looper pleaded guilty on August 13, 2024, to one count of failure to register as a sex offender.

Looper's legal troubles date back to September 6, 2002, when he was convicted in Texas for Sexual Performance of a Child. He was informed then about his obligation to register as a sex offender and report any changes in residency. Investigators found that from January 2024 until July 10, 2024, Looper failed to comply with these requirements while residing in Muskogee County.

The sentencing hearing was overseen by U.S. District Judge John F. Heil III at the United States District Court for the Eastern District of Oklahoma. Looper is currently in custody awaiting transportation to a designated facility within the United States Bureau of Prisons system to serve his non-paroleable sentence.

Assistant U.S. Attorneys Caila M. Cleary and Sarah McAmis represented the prosecution in this case.
