Decedent and Officers Identified in Police-Involved In-Custody Death in Montgomery County

The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified the decedent and officers involved in an incident that occurred on Tuesday, December 24, 2024, in Gaithersburg, Montgomery County, Maryland.

 The decedent was pronounced dead on Thursday, December 26, 2024. The decedent is identified as 35-year-old Marvin Salamanca Garcia of Gaithersburg, Maryland. The Gaithersburg Police Department officers are identified as Sergeant Evan Milano, an 11-year veteran; Corporal Doug Seek, a 9-year veteran; Officer William Diggons, a 7-year veteran of the department with 2 years of prior service; Officer Kelvin Colon, a 3-year veteran; Officer Nick Ozkayan, a 4-year veteran; Officer Anna Reckley, a 1-year veteran; and Officer Jaime FloresRios, a 1-year veteran.
