The U.S. Attorney's Office for the Northern District of Ohio has unveiled a second superseding indictment against 18 individuals associated with a Cleveland-based street gang, the Fully Blooded Felons (FBF). The defendants face charges that include RICO conspiracy, murder, kidnapping, assault in aid of racketeering, firearms violations, and drug trafficking. This development follows an investigation over two years, which began with an initial indictment in December 2023.
According to court documents, FBF has been active since around 2012 and operates primarily on Cleveland's east side but also extends to Akron and Youngstown. Federal and local law enforcement executed coordinated arrests leading to the seizure of cocaine, methamphetamine, over 400 grams of fentanyl, and 15 illegally possessed firearms.
"The superseding indictment alleges that these 18 defendants were leaders, members or associates of the Fully Blooded Felons," said Principal Deputy Assistant Attorney General Nicole M. Argentieri. "Violence and other gang activities make communities less safe for all of their residents."
U.S. Attorney Rebecca Lutzko highlighted the gang's influence in Cleveland: "The Fully Blooded Felons styled themselves after a Mafia crime family... operating an open-air illegal drug market." She commended law enforcement efforts to reclaim community safety.
FBI Cleveland Special Agent Greg Nelsen identified FBF as a significant threat: "The Fully Blooded Felons... have been identified as Cleveland’s most significant gang threat."
Raven Mullins is alleged to be the leader under the title "Godfather," maintaining order through an organizational structure involving a subgroup known as “Commissioners.” Members adhered to rules disseminated by Mullins via various communication methods.
During searches at local stash houses used for drug trafficking, law enforcement recovered substantial quantities of drugs and multiple firearms. The indictment outlines criminal activities such as murder committed on September 12, 2023.
Each defendant faces charges tailored to their alleged involvement. Raven Mullins is charged with multiple offenses including RICO conspiracy and murder in aid of racketeering. Other defendants face similar charges related to racketeering activities and drug offenses.
The prosecution is part of an Organized Crime Drug Enforcement Task Force (OCDETF) initiative aimed at dismantling major criminal organizations through collaborative efforts among federal agencies like FBI, DEA, ATF alongside local law enforcement agencies.
